UPDATED 11/29/2022:
OPB has updated Provider requirements to be completed by 12/1/22. Applicants now only need to complete the Terms &. Conditions Agreement by 12/1/22. To begin the reimbursement process, Providers still must complete the Vendor Management Form; however, this form can now be completed after the 12/1/22 deadline.
This update makes the process faster and much easier for Providers. Below you will find a step by step process for communities to sign Terms & Conditions Agreement.
The Georgia Senior Living Association (GSLA) is urging Providers with communities in Georgia to begin the ARPA COVID Mitigation Grant Program registration process. Georgia Senior Living Providers have until December 1 to complete the Terms and Conditions and Vendor Management form with the Governor's Office of Planning and Budget (OPB) for the $100,000 reimbursable funds per community through the ARPA Grant Program.
Announced in March of this year, assisted living communities and personal care homes with 25 beds or more licensed by the Department of Community Health (DCH) are encouraged to apply for relief under the Georgia program. Most eligible expenses incurred between March 3, 2021, and December 1, 2022, are covered by the program; however, Providers must have a signed Terms & Conditions Agreement on file by December 1. Providers will be offered a liquidation period ending 7/20/2023 to complete the Vendor Management Form and submit eligible reimbursements. Those that have not completed the Terms & Conditions Agreement by December 1 will forfeit their $100,000 reimbursement opportunity.
GSLA encourages all eligible communities to begin the process today.
These simple steps will allow you to sign into/set up your account in the OPB Portal before 12/1:
1 - Find out who is the Point of Contact (POC) for your community. Your POC can be found on the link, or you can find it on the OPB Grant Site (this site also has great resources as you walk through the submission process). If you need to update your POC, complete the Authorized User Designation form. It is also suggested that you send an email to Amber McCullough at OPB ([email protected]), asking her to keep an eye out for your form.
2 - Complete the Terms & Conditions form sent via email to the POC. If your POC has trouble locating this, please get in touch with OPB immediately.
3 - Complete your account by setting up your Vendor Management form (you will need your EIN).

Process for Providers to Request Reimbursement
1) Sign the Terms & Conditions form send to your POC. Your POC comes directly from the DCH ORS list. This list includes the Facility Name and Point of Contact (POC) on file with DCH. If you see your facility has an incorrect POC, please complete the POC Change Request Form and follow the instructions to submit to OPB.
2) Complete a Vendor Management Form. Even if you have done this for the state before, you must complete a new form. To facilitate payments to grantees, awardees must be registered as a vendor with the state and provide information to accept electronic ACH payments.
3) Please watch the Delegation Video below, which can also be found on the Grant Website. This will help guide you in preparation for delegating responsible reporting staff for the grant process.

4) Watch the Grantee Orientation supplied by OPB. Slides from the presentation can be found here. This video details the next steps grantees must take in order to receive approval to being the requests for reimbursements. This Grant is a non-competitive grant, which means communities will not have to provide final budgets. That is outlined in the video. |

Gov. Brian Kemp Approves $47M

ATLANTA, Georgia - The Georgia Senior Living Association (GSLA) is delighted to share that Governor Brian Kemp and the Governor's Office of Planning and Budget (OPB) have approved a $47 million ARPA COVID-19 Mitigation Grant Program. The grant provides up to $100,000 per Assisted Living Community/Personal Care Home (25+ state-licensed beds) to assist with expenses incurred to contain and mitigate the spread of COVID-19 between March 3, 2021, and December 1, 2022. The decision from the Governor’s Office and OPB is a direct result of months of discussion between GSLA’s Legislative Team, Representative John LaHood, and the Governor’s Office regarding the negative economic impact the pandemic has created for the state’s senior living industry. As an Association, we are incredibly thankful to Gov. Kemp for providing this much-needed financial relief for our providers.
