Senator Cowsert was first elected to the Georgia State Senate in 2007 and will be entering his 8th term in January 2021. During his time in the Senate, Senator Cowsert has served in numerous leadership positions, including service as Majority Leader of the Senate and currently as Chairman of the Regulated Industries Committee. He also serves on the Appropriations, Judiciary, Reapportionment and Redistricting, and Rules Committees.
Senator Cowsert was raised in Macon and received a B.S. in Business Administration from Presbyterian College. He also graduated from the University of Georgia School of Law and maintains a successful law practice in Athens. Senator Cowsert and his wife, Amy, have three children.
During his time in the Senate, Senator Cowsert has won the Guardian of Small Business Award from the National Federation of Independent Businesses and was named Legislator of the Year by the Georgia Chamber of Commerce. He is a champion for small business and a leader in the Georgia General Assembly on healthcare issues.
It was Senator Cowsert’s work on House Bill 987 that led to our decision to name him as GSLA’s Legislator of the Year. This legislation, as you know, called for significant changes and reform in the way Assisted Living Communities and Personal Care Homes are operated. This bill came to Senator Cowsert’s Committee while the General Assembly, along with the rest of the state and nation, wrestled with a pandemic. Despite these challenges, Senator Cowsert immersed himself in the legislation, spent hours studying our industry and the issues facing us and our residents, and made significant and positive changes in the legislation prior to its passage. He took the time to talk to some of our owner/operators and even asked what other changes in the law would assist our industry in serving our residents and their families. He steered the bill through the Senate committee system and presented the bill on the floor of the Senate when it was debated. He obtained an overwhelming vote in favor of the bill and worked to get it sent to the Governor for signature.
Senator Cowsert has been a strong advocate for our businesses – recognizing the vital role each of you play in caring for our Seniors – and he has tirelessly worked to insure that residents receive the type of care they deserve. His office has always been open to us to discuss our issues and concerns, and our partnership with him has resulted in landmark legislation that puts Georgia in the forefront of senior care issues.
